Riding a scooter is the fastest way around Cebu, and millions of locals do it daily. It is safe enough if you are an experienced rider and respect a few local realities. If you have never ridden a motorbike, Cebu City traffic is not the place to learn.
What the numbers say
Motorcycles are involved in most road incidents in Cebu. Cebu City's transport office counted 26 motorcycle accidents in just two days in April 2026, and provincial police list Talisay, Minglanilla and Naga, the road south out of the city, among the hotspots. Police name drunk driving and speeding as the main causes.
City traffic
- Jeepneys and taxis stop anywhere to pick up passengers: keep distance and never pass on their right at a stop.
- Avoid rush hours, roughly 7-9 am and 5-7 pm, especially on the bridges to Mactan and the road south to Talisay.
- Motorbikes filter between cars; go slowly and watch for opening doors.
Mountain roads
Transcentral Highway and the Busay hills have sharp curves and steep descents. Brake before corners, not in them, and use engine braking downhill. See our Transcentral guide.
Rain and night
- Rainy season is roughly June to November: the first minutes of rain make roads slippery with oil.
- Many provincial roads are unlit, and dogs, goats and tricycles appear without warning. Plan to arrive before dark.
Checkpoints and rules
- Helmets for rider and passenger (RA 10054). Carry your license and a copy of the bike's papers (OR/CR).
- No drinking and riding: enforcement is strict and insurance will not cover you.
