Cebu gets most of its rain from roughly June to November, and typhoons can hit late in the year: Typhoon Tino (Kalmaegi) flooded parts of Metro Cebu in November 2025. You can still ride most days if you plan around the weather.
Before you ride
- Check the PAGASA forecast and any tropical cyclone wind signal for Cebu. Under a storm signal, do not ride.
- Rain usually comes in the afternoon: plan long rides for the morning.
- Pack a rain jacket and a waterproof bag for your phone and papers.
On wet roads
- The first 15-30 minutes of rain are the most slippery: oil lifts off the asphalt.
- Painted lines, steel plates and manhole covers are like ice when wet. Do not brake or lean on them.
- Double your following distance and brake earlier and gentler.
- Turn on your headlight; jeepneys and trucks see you later in the rain.
Flooded streets
- Do not ride through water deeper than the bottom of the scooter's floorboard: water in the engine ends the ride, and floods hide potholes and open drains.
- Low parts of the city flood quickly in heavy rain; wait it out in a cafe, the water often drops within an hour or two.
Mountain roads
Transcentral Highway and Busay get fog, landslides and running water across the road. Skip them in heavy rain.
